Yes, because... Circumstance
In this question a lot is going to depend on circumstance, both of the freedom fighter and of the person making the judgement as a lot will depend on whether you think the cause is just. But it will also depend on individual circumstances. Are the foreign citizens there in order to oppress the people (say developers building over tribal land) or are they people with no involvement (tourists passing through)? This debate might be easier if you have a specific circumstance or set of freedom fighters in mind. Do you?
